1. Strictly implement the responsibility for epidemic prevention and control

The critical period of epidemic prevention and control is not only a test of the company's risk management and control system, but also a test of each manager's ability to perform their duties. Leaders and party members are required to enhance "political awareness and awareness of the overall situation", improve their positions during critical periods, stick to their posts, lead by example, and be prepared to take on the important tasks of project resumption, epidemic prevention and control, and employee health and safety.

We must conscientiously study the important instructions of the General Secretary on epidemic prevention and control, and regard epidemic prevention and control as the most important task at present. It is necessary to strictly abide by the instructions of the local government, model the requirements of the construction unit and the regulations of the construction site, and earnestly achieve "both the resumption of work after the festival and the prevention and control of the epidemic".

It is necessary to conscientiously implement the "Guidelines for the Prevention and Control of Epidemics in SPM Offices", create conditions to do a good job in the prevention and control of epidemics in living and office places, and include personal epidemic prevention protection, disinfectant configuration and use methods into "safety disclosure before work". It is necessary to carry out the "declaration of employee health and arrival status" before resuming work, and implement the "key focus objects" and follow-up management measures.

While serving the society, engineering, and performing duties, health and safety protection must be done well. The person in charge of the project organization must provide multi-channel anti-epidemic supplies to ensure that each employee's safety protection and anti-epidemic supplies are properly equipped and used properly.

2. Strictly implement the regulations on project resumption

In order to effectively prevent the spread of the epidemic during the resumption of work after the festival, and effectively maintain the safety of the public and the physical and mental health of employees, the project agency should cooperate with the owner and urge the general contractor to implement the five measures:

1. The resumption time stipulated by the government must be implemented in place.   Epidemic prevention and control is the primary political task at present. It is necessary to respect and strictly implement the regulations of the local government where the project is located on delayed or early resumption of work; Responsibilities entrusted by laws and regulations; to do a good job in communication and coordination among all parties involved in the construction, to fight the epidemic, to make suggestions for the smooth resumption of the project and the safe operation of the project, and to perform their duties diligently.

2. The joint prevention and control mechanism at the construction site must be put in place.   It is necessary to establish a joint prevention and control mechanism and an epidemic prevention and control management system with the general contractor as the main body, unify the epidemic prevention and control management system, and improve the epidemic prevention and control emergency plan. Strengthen communication and coordination with engineering supervision departments, epidemic prevention and control departments, grassroots management departments, and construction units, supervise and urge personnel in key positions of general subcontractors to perform their duties on the job, and exercise the "supervision reporting system" entrusted by regulations.

3. Personnel returning to work after the festival must be checked one by one.   Complying with the constraints imposed by the location of the project on the return of personnel from key epidemic areas, urge the general contractor to effectively implement the "real-name system management" in accordance with the requirements of the local government, and check the hometown and whereabouts within 14 days of each employee who intends to enter the site And establish a "key control list", and check the return time of key control personnel to ensure that they are quarantined for 14 days and their body temperature is normal before they can go to work.

4. The procurement and supply of epidemic prevention and control materials must be in place.   The general contractor is the main body responsible for the prevention and control of the epidemic on the construction site. It must manage and compact its responsibilities in a unified manner. If the epidemic prevention and control materials are not in place, it is not allowed to resume work; Temporary isolation places; if the conditions are not met, the specific isolation and observation places should be determined according to the unified arrangement of the management department of the project location and reported to the street community where the project is located.

5. The closed management of the construction site should be implemented in place.   The general contractor is required to: effectively implement safe and civilized construction and epidemic prevention and control work, and implement closed management; strengthen access control, install a fast infrared body temperature detector at the entrance, and strictly prohibit people with fever, people without masks, and casual people from entering The construction site area; implement the division of responsibility areas, and regularly disinfect and ventilate public areas, isolated control areas, and confined spaces; Commitment to go to places with dense crowds; daily statistics on the arrival of employees, the situation of key monitoring personnel, and the health status of employees shall be signed and confirmed by the site leaders of each unit, and then submitted to the project agency for record.
